From Colin's Desk

Hello all,

Welcome to another edition of On Watch! It’s been a busy two weeks back at the office post-vacation and I am still working my way through all the correspondence. We have lots on the go as we have announced the candidates for board positions so that our members can vote on a larger team for September; we are busy developing our broader fall agenda; and we are working on new services to support everyone. As well, even though it’s summertime, I’ve been seeing quite a few intriguing stories about our sector, which we’ve included in our news section. It’s always so reassuring to read about the innovations, partnerships and growth opportunities happening all across the country in support of our members.

Again, with it being summer and with many on well-deserved vacations, we are deferring our usual Member Spotlight. If you are a member and would like to be highlighted in a special feature, please do reach out and we will arrange it. If you are not yet a member, but would like to be, we encourage you to join here! If you know of others who might benefit from membership, please share the sign-up link.

Ottawa is digesting the news of a very significant Cabinet shuffle, so we’ve included a small item describing some of the changes to ministries of interest to shipbuilding and the Canadian marine sector. We will continue to watch the situation for you as things develop over the coming weeks.

I hope you enjoy this shorter, summer edition and do send any suggestions you may have our way. Happy summer everyone!

Colin Cooke

Federal Government Cabinet Shuffle

Prime Minister Justin Trudeau announced a major cabinet shuffle on July 26, with the majority of ministers reassigned, 7 new ministers added and 3 ministers leaving cabinet. On the political side, it will take a few weeks for ministers to settle into their new roles with new staff. Government staff, who remain the same, will also be busy briefing the new minister’s offices on key files and learning about new ministerial priorities. We anticipate that it will take somewhat longer to get the new mandate letters. We also expect a domino effect of this large-scale cabinet shuffle on parliamentary secretaries and House committees. We will be keeping a close eye on this changing political scene and any potential opportunities for our sector.

Here are some of the changes to ministries of interest to our sector:

Diane Lebouthillier, Minister of Fisheries, Oceans and the Canadian Coast Guard

Diane Lebouthillier, Liberal MP for the Quebec riding of Gaspésie-Les Îles-de-la-Madeleine leaves the revenue portfolio to assume the role of Minister of Fisheries, Oceans and the Canadian Coast Guard and will bring her familiarity with her from her maritime riding and with key stakeholders in the fisheries sector.

Jean-Yves Duclos, Minister of Public Services and Procurement

Jean-Yves Duclos, Liberal MP for Québec, previously served as Minister of Health. He will bring the knowledge of shipbuilding, shipping and the marine supply chain from his riding into his new role.

Bill Blair, Minister of National Defence

Bill Blair, Liberal MP for Scarborough Southwest, moves from being Minister of Public Safety to Minister of National Defence. Blair, a retired Toronto police chief, will bring his expertise in domestic security to the position.

Remaining in their portfolios are Innovation, Science and Industry Minister François-Phillippe Champagne and Environment and Climate Change Minister Steven Guilbeault.

Getting to Zero by 2050-Technical Regulatory Details Matter In Accelerating Decarbonization of Marine Fuels

Action at the International Maritime Organization (IMO) to regulate emissions from fuel production, and to consider all types of greenhouse gases (GHGs) — not just CO2 — is moving slowly and not receiving much attention. But these regulatory details are probably more important than the headline-grabbing move to target net-zero GHG emissions by 2050. Here’s why.

HMCS Sackville

HMCS Sackville is the last surviving WWII corvette, and she needs your financial support to keep her afloat. These “cheap and nasties” were born out of a need to defend convoys from the German U-boat threat. Like their French naval predecessors, Canadian corvettes were built on an old single-hulled whaler design. We re-plated over the original steel in 2020, however Sackville requires a new hull to remain in the water for posterity.
