Hello all,

Welcome to another edition of On Watch! As we prepare this edition for press, I am here in St John’s ready to engage in MIAC meetings followed by the Mari-Tech conference. I’m a touch jet-lagged as I have just returned from a trip to Finland led by the team from Naval Québec. We took the recent acquisition of Helsinki Shipyard by Davie as an opportunity to explore what is happening in the maritime sector in Finland and to investigate the possibilities for Canadian companies. We toured three shipyards, met with companies large and small, saw ice-testing facilities and were hosted both by Helsinki City Hall and the Canadian Ambassador, Jeanette Stovel. I look forward to sharing our findings with you soon.

This edition features a wide variety of news items from across Canada and the globe that are of interest to our sector. And of course, going forward, if you would like additional themes covered, please do send any suggestions you may have our way. We are also featuring our Annual General Meeting sponsors, as their support makes these events possible and we so appreciate our sponsors, not only for their generous support, but for the input, participation and help that allows our Association to grow and move forward.

Davie Opens Doors for Partnerships Between Quebec and Finland Shipbuilding Industries

A 40-member delegation led Naval Québec went to Finland for a week-long mission to explore partnership opportunities between the Finnish and Canadian shipbuilding interests.

Initial Construction to Begin in June on New Canadian Warships

Initial construction of the first of the new Canadian warships estimated to cost as much as $80 billion will begin in June even though an actual contract to build the vessels has yet to be signed. Low-rate production activities on the Canadian Surface Combatant will begin sometime next month. That will include building a small section of the first structure on the vessel at Irving Shipbuilding on the east coast.

BluMetric Announces $5.3 Million Service Contract Extension for DND Water Purification Systems

BluMetric Environmental Inc. has signed an amendment to an existing service agreement for Canada’s Department of National Defence Reverse Osmosis Water Purification Units (ROWPU). The amendment includes a $5.3 million increase to the scope of work, to be completed in calendar year 2024, which includes on-call field service, support, and maintenance of the water treatment systems.

The Canadian military is weighing how many and what kind of "optionally-crewed" warships it will need in the future as drone technology and artificial intelligence change the face of naval combat, says the commander of the navy.

B.C. Ferries Plans for Long-Term Contracts with Three Shipyards

B.C. Ferries has issued a notice that it intends to split ­drydocking and repair services for its fleet between three B.C. shipyards. The plan is for the majority of work to go to Victoria’s Point Hope Maritime Ltd., at 46 per cent, and Seaspan ULC, also at 46 per cent.

Kraken Gathers $11 Million in New Contracts Since Beginning of 2024

Kraken Robotics has reported a “strong start” to 2024 for its Service business with $11 million of new contracts secured since the beginning of the year. These new contracts consist of an $8 million acoustic corer contract signed yesterday, April 29, and several smaller sub-bottom imager contracts for offshore wind farm development.

GAO Reports on Problems Plaguing Top Coast Guard Shipbuilding Programs

The deliveries of the Coast Guard’s Offshore Patrol Cutter (OPC) and Polar Security Cutter (PSC) lead ships are delayed by almost four and five years, respectively. Additionally, the OPC and PSC cost estimates have increased by nearly $11 billion and more than $2 billion past their original estimates, respectively. The Coast Guard’s primary challenge is developing stable ship designs.

DNV: Steady Increase in New Orders for Alternative Fuel Vessels

DNV reports 23 new orders for alternative fueled vessels registered in April 2024. The largest of these were for methanol fueled vessels, continuing to outperform orders for LNG-fueled vessels.

The Forward Bridge in Future Container Shipping

Shipping company Maersk recently introduced a new 16,000-TEU, methanol-powered ship named Ane Maersk with a bridge installed near the bow. Because of its cargo capacity advantages, the house-forward design has future potential in international container ship operations between Europe and Asia as well as in trans-North Atlantic service.

Coast Guard to Start Polar Cutter Construction Before Finalizing Design, Despite Recommendation

A congressional hearing about the state of the Coast Guard’s Polar Security Cutter program revealed ongoing design challenges and little certainty regarding timelines. The Coast Guard aims to begin construction on the first Polar Security Cutter before the end of the year.

Philly Shipyard and HD Hyundai Sign MOU on Potential Business Relationship

Philly Shipyard Inc., the sole operating subsidiary of Philly Shipyard ASA, and South Korea’s HD Hyundai Heavy Industries Co. Ltd. have signed a memorandum of understanding to explore a potential business relationship relating to future U.S. government shipbuilding projects as well as maintenance, repair and overhaul projects.

Vard Marine Inc. launched VIGILANCE as their solution to replace the Royal Canadian Navy’s Kingston Class Maritime Coastal Defence Vessels (MCDV) under Pillar Two of Canada’s National Shipbuilding Strategy. In conjunction with Team Vigilance partner companies Ontario Shipyards, Thales Canada, SH Defence, and Fincantieri, VIGILANCE will provide the RCN with a state-of-the-art, capable, operationally flexible, and globally deployable multi-mission naval vessel.

Opening of Facility for Intelligent Marine Systems

Official opening of the Facility for Intelligent Marine Systems (FIMS). Renovations to the building that houses FIMS took place over four years, with a total project investment of almost $25 million.

HMCS Sackville

HMCS Sackville is the last surviving WWII corvette, and she needs your financial support to keep her afloat. These “cheap and nasties” were born out of a need to defend convoys from the German U-boat threat. Like their French naval predecessors, Canadian corvettes were built on an old single-hulled whaler design. We re-plated over the original steel in 2020, however Sackville requires a new hull to remain in the water for posterity.
