OVERVIEW AND PURPOSE

The ITB Manager will be responsible for overseeing the execution of the Industrial Technological Benefits policy for major shipbuilding programs. This can include tasks such as assisting with sourcing of Canadian suppliers, advising on contracting with potential suppliers/subcontractors, and tracking, planning for, and reporting on ITB obligations.   

KEY RESPONSIBILITIES

• Assists with sourcing of Canadian suppliers, and strengthening the Canadian shipbuilding supply chain, including educating suppliers on ITB obligations, and assisting them in providing ITB Policy compliant.
• Assists with contract negotiations with suppliers and subcontractors with respect to ITB commitments.
• Knowledgeable in the subject of Industrial Technological Benefits (ITB) policy for shipbuilding/ship repair programs, educates and builds awareness both internally and externally on the program and its impacts.
• Manages relationships with Eligible Parties to ensure that their ITB/VP obligations are achieved.
• Develops the ITB achievement strategy for their assigned program(s), and reports against this strategy throughout the program execution. This could include development of ITB Management and Value Proposition plans for bid submission.
• Liaises with Innovation, Science, and Economic Development Canada (ISED) to develop new qualifying ITB/VP transactions.
• Prepares ITB/VP reports for review by senior management or submittal to ISED/third parties.
• Identify and qualify indirect transactions to pitch them to senior management for investment.
• Contributes to continuously improve Davie’s ITB Management Processes.
• Occasional travel to industry events or meetings within Canada.

REQUIREMENTS

• Expert knowledge of best practices in ITB/VP Management, and Government of Canada policies with respect to these
• Minimum of five (5) years of experience in Canadian procurement and sourcing
• Experience in the ITB/VP field is an asset
• Experience in the maritime field is an asset
• Functionally bilingual (essential)
• Excellent oral and written communication skills
• Proficiency in MS-Office suite and strong organizational skills
• Demonstrates autonomy
